Remove the reed valve block and check that all reeds are in good condition and are seating perfectly even if they are new.
Also check the cylinder base gasket on the offending cylinder.

Steve, an ESR or equivalent series resistance. If you are using a large electrolytic capacitor with high ESR, all you have to do is place a low ESR capacitor such as a ceramic 0.1 uF capacitor in parallel. Agree with the two toggle switches Bob, I always use two batteries with a double pole switch with each one.
