ive also seen a similar device used for training horses, but to do with models? avnt a clue,

Still don't know what it is but the circle looks like it could be concrete.
Pulse jet cars maybe? Horses?

John, as this is situated in the middle of no-where, on the coast/marsh land near Stiffkey, north Norfalk. I would think it is something to do with gunnery training. Maybe a round the pole flying target.
