Does that third posting include your first one John? If it does then we are looking probably at some sort of rotating elevating mount for binoculars, periscope style.
If it doesn't include yours then can only go along with Alans anchor point in the centre circle but for a pulse jet maybe.

Hi John, Obviously i wasn't around in the 50's but ive heard tales of ground based aerials for early Tx. I belive these had to be pointed at the receiver. Is your photo of one of these aerials?

Now this is a wild guess, but did this pole used to be surrounded by water? is it for tethered hydroplanes?
